scare straight tactics on their son. the cop watch organization helps the parents file a misconduct complaint with san jose poli internal affairs claiming the officer abused his authority when he found out the 15-year-old boy had had sex with his 14-year-old stepdaughter. >> think he was an upset father and i can almost understand his reaction. but to use his law enforcement authority was absolutely out of line. >> the parents say that last month the officer pulled up to their house in full uniform after his shift ended, berated and warned the boy to stay awa from his stepdaughr and then handcuffed and toldim he could face sexual assault charges. later the officer unlocked the cuffs telling t boy's parents he just wanted to scare him. the police department says it currently has no polic prohibiting officers from investigating or becoming involve in a case where they know the parties. >> if there's a violation committed, and the officer believes there's a violation committed, we are within our rights. but, of course, in this casi can't comment to specifics, whether he was within his

line explosion. two have been mising since the explosion happened september 9th. the family had announced their deaths last week. but today is the firs time the remains have been officially identified. officials say a third member of the family is still officially considered missing. >> some east bay college students experienced extra stress on this first day bk at school after a gas main break. it happened in east bay in hayward when construction crews dug into a gas line. cecilia vega joins us live from the campus with what happened. cecilia? >> not much was affected at all by this gas leak. the rupture happened near these buildings behind me here. authorities just repaired the leak within the las 15 minutes or so so everything is definitely back to normal now. firefighters wer hereon the scene. pg&e crews were also out here working to repair this 2 inch gas line that runs through the southern edge of campus.

this was reported before 8:00 this morning. authorities say it was likely ruptured by construction crewsw working on the new recreation and wellness center that's scheduled to open later this fall. now, he ruptured gas line is located near campus apartments. but there was no evacuation of any kind ordered. the wind blew gas it seems in the opposite direction of the dorm buildin most of the students voluntarily left that building to attend class. >> the lassrooms don't seem to be impacted at all for today being thfirst day of schoo since the gas is taken away with the prevailing winds. it's taken awa from the campus. everhing is basically normal here. >> i understand from campus authorities that theve shut gas to the campus but there have been no evacuations here on campus. >> now, hayward firefighters told us that they did receive reports of a smell of gas reported from surrounding neighborhoods. they went into those neighbhoods. they did a couple of door knocks just to tell people that they had nothing to worry about.
